Caddo Parish Neighbors by Source
Public records describe a block in layers. The parcel map defines adjoining land, the assessor connects parcels to owners of record, deeds show transfers, and a voter form can test one exact address. None of those layers lists every occupant. To identify Caddo Parish neighbors with care, record what each source actually says and its date.
| Source | What It Shows About a Block | Access |
|---|---|---|
| Assessor parcel map | Parcel edges, dimensions, legal identifiers, owner-record links | Public search and map advertised; paid mapping add-ons |
| Caddo Public Works map | Requested parcels, streets, layers, and boundaries | Specification, prepayment, and production allowance |
| Caddo deed index | Transfers and legal descriptions for each parcel | Free LCRAA index account; images or copies paid/requested |
| Voter address form | Public registration matches at one specified address | State portal with privacy separation and protected omissions |
| City permits and code | Address-linked applicant, permit, inspection, or status clues | My Government Online or city custodian; fields not fully captured |
| Neighborhood contacts | Association name and public contact route | City directory; no member roster |
| Library directories | Dated occupants, subscribers, and businesses by address | Print collection from 1924 onward; some digitized books |
An owner name can be useful even when it differs from the person at the door. The mailing and situs addresses may also differ. Treat those differences as leads, not errors. A household member, renter, protected person, or unlisted subscriber may never appear in a public block record.
Map Caddo Parish Adjacent Parcels
The most defensible block search starts with a parcel ID. The Caddo Parish Assessor advertises owner, subdivision, and Section-Township-Range searching, plus mapping and history-card services. Its public research view did not expose a stable click sequence for adjacent lots. Do not promise a radius, buffer, measure, or “show neighbors” button that official sources did not verify.
- Resolve the target address to its parcel ID, situs address, legal description, subdivision, lot, and block.
- Map-browse each adjoining polygon when the assessor-linked map is available. Save every parcel ID before collecting owner data.
- Open each property record and note owner of record, situs, mailing address, and legal description. Do not label the owner as an occupant without more proof.
- Test a specific nearby address in the state voter form, then use permits, deeds, or dated directories only for the question each can answer.
This is a one-block method. For a full road and its longer address chain, use the Caddo Parish street directory.
Caddo Parish GIS Request Quirk
Caddo Public Works maintains GIS and addressing functions, but it says it does not provide GIS data to the public. That makes a map request different from downloading a dataset. The official form asks for company if applicable, first and last name, address, city, state, ZIP, phone, email, and a clear map specification.
Specify the target boundary, parcel or street layers, desired paper or PDF size, and adjoining parcels. Research records a 24-hour production allowance, prepayment, and size-based charges from $2 to $65. It is a paid cartographic request, not an instant neighbor lookup. That distinction matters when the public parcel interface does not reveal all surrounding lots.
Map request: Give the exact address, boundary, layers, adjacent-parcel need, and output size so Public Works can price the right product.
Caddo Parish Neighbors and Voter Data
The Louisiana voter address search asks for ZIP code, address, apartment or lot, and city. It may show public voter matches at a specific address. Yet the portal disclaimer says voter records and address records are not linked in the public data model. Social Security numbers, email, full date of birth, mother's maiden name, assistance information, and protected records are excluded.
A block-wide list is a different access channel. Louisiana permits voter-list orders with district and address fields, but the published fee is one cent per name with minimum and maximum charges, and the order follows state delivery and use controls. It should not be described as a free block export. A person protected by the Address Confidentiality Program will not be exposed through a casual alternate search.
Party data also changed after Act 84. Beginning August 1, 2025, voters affiliated with the dissolved Independent Party moved to NO PARTY unless they changed affiliation. An old party value may therefore conflict with a current one without identifying a different person.
Caddo Parish Neighborhood Contacts
Shreveport maintains public association contacts for community communication. These entries help a resident find a group or meeting route. They are not directories of Caddo Parish neighbors, and they do not establish that a named contact represents every home within a boundary.
Burgundy Oaks
Listed in the City of Shreveport neighborhood association directory. Use the current city entry for its public contact details.
Cedar Grove CARE
A city-listed association with a contact route, not a household or membership roll.
Pinecroft Group
The city's update process is the best path for confirming the present public contact.
Southern Hills
Both a business association and neighborhood association are listed, with distinct community roles.
The city invites additions and updates through Tonya Bogan at 318-673-5669 and its association listing form. The umbrella city contact is at 505 Travis Street. No official parish-wide block-watch, congregation roster, or private community membership list was found, so silence from the city directory does not mean a block lacks an informal group.
A public contact should be used for ordinary civic questions such as meeting dates, neighborhood notices, or the correct city department. It should not be treated as consent to seek private names. If a group is absent or its entry looks old, submit an update through the city route rather than filling the gap with a commercial list. This preserves the useful community layer while respecting the line between a public volunteer contact and the people who live nearby.
Caddo Parish Community Record Layer
City departments can add context around one Shreveport block. Permits, inspections, public notices, meeting files, and division contacts may be keyed to an address or neighborhood. My Government Online supports applications, payments, inspections, and status work, although research did not capture a stable public search-field inventory. When the portal cannot answer the question, ask the responsible city custodian for one address, record type, and date range.
The official Shreveport archive search is pictured below.
Its city-file context can connect an address or group name to a dated public action without claiming a resident roster.
The city's division and staff directory helps route a defined request.
Choose the division tied to the record instead of asking one office to search every city system.
Past Caddo Parish Neighbors
For a dated block rather than a current one, Shreve Memorial Library holds Shreveport city directories from 1924 to the present and some digitized telephone books. Address-organized or criss-cross sections can place subscribers and businesses near one another for a given year. The entry is a historical snapshot, not proof of who occupies the property now.
LSUS Northwest Louisiana Archives adds church, civic, election, school, family, and community collections. Its Caddo Sheriff tax assessment books cover 1880 through 1920 and 1954, recording a taxable person's name, address, acreage, property description, and assessed values. Collection-level access may carry privacy limits, and the archive should receive a person, place, approximate date, and likely collection rather than a request to search everything.
Cemetery and obituary tools can close a historical trail. Shreveport's burial search covers municipal cemeteries, while library newspaper and obituary indexes can supply dates and family links. These sources belong to the community-history layer, not a current directory of neighbors.
Caddo Parish Block Source Comparison
Official rolls and commercial neighbor tools answer different questions. The official source has a known custodian and a defined reason for collecting each field. A commercial service may merge old addresses, marketing data, and inferred relationships. Its quick result can be stale or combine two people.
| Source type | Strength | Main limit |
|---|---|---|
| Assessor, deed, voter, permit | Dated record with a responsible public custodian | Shows only its legal or administrative purpose |
| Library or archive | Strong historical place and time context | May require onsite help, an account, or a copy request |
| Commercial compilation | Fast collection of possible leads | Unknown merge logic, stale addresses, inferred links, and uneven correction |
Use a commercial hit only as a lead, then return to the parcel, voter, deed, city, or archive record. A source date and record number are more useful than a broad claim that someone is “associated” with a block.
There is also a cost difference. The assessor advertises a free owner search, LCRAA offers a free index account, and other map or image layers may charge. A paid source is not more accurate merely because it costs money. Compare the custodian, record purpose, date, and correction path before trusting any result.
Privacy for Caddo Parish Neighbors
Public block records omit much of daily life. They do not create a complete list of renters, household members, utility customers, delivery recipients, unlisted subscribers, or visitors. Louisiana's Address Confidentiality Program can replace an eligible survivor's real address in state and local services and voter records. Motor-vehicle information, protected voter fields, sealed records, and other restricted data stay outside a lawful neighbor search.
Read an assessor name as owner of record, a deed party as part of a transfer, and a voter match as registration evidence. None proves who is present today. If a record is wrong, contact its custodian with the parcel, instrument, address, or file number and proof. Do not try alternate searches to expose someone whom the law protects.
Lawful use. Learn about Caddo Parish neighbors for civic awareness, community contact, or personal safety. Never use records to watch, threaten, or harass anyone.
